義務法律顧問—
范凱傑教授, MH, JP

范凱傑教授現為香港執業大律師、大灣區律師、香港浸會大學特邀教授,是香港特別行政區選舉委員會委員 (法律界),亦擔任海南省政協常務委員、海南國際仲裁院院長。

 

范大律師擔任法定機構及政府委員會職務經驗豐富,其中,他現時為香港藝術發展局大會委員,出任藝發局轄下覆檢委員會主席及音樂組副主席;此外,他亦獲委任青年發展委員會委員、旅遊業監管局成員、社會工作者註冊局委員、律政司法治教育督導委員會統籌和協調工作小組委員、長期監禁刑罰覆核委員會委員、上訴委員團(教育事宜)委員、香港房屋委員會資助房屋小組委員會委員,以及大埔區撲滅罪行委員會副主席。

 

范大律師在教育機構、社會福利機構與文化藝術團體具有豐富的管治經驗,其中,現為香港藝術行政人員協會、香港舞蹈聯盟、香港舞蹈總會、演戲家族與不加鎖舞踊館等藝團擔任義務法律顧問,亦是美國管風琴家協會香港分會創會理事、香港聖詠節執行委員會委員。范大律師是一位業餘音樂人,持有香港中文大學音樂文學碩士,亦考獲英國皇家音樂學院聯合委員會鋼琴演奏文憑、管風琴演奏文憑以及倫敦聖三一音樂學院音樂理論文憑。

Prof. Alex Fan Hoi-kit, MH, JP is currently a practicing barrister in Hong Kong, a Greater Bay Area lawyer, and a visiting professor at Hong Kong Baptist University. Prof. Fan is a member of the Election Committee of the HKSAR (Legal Sector), and also serves as a Standing Committee Member of the Hainan Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) and President of the Hainan International Arbitration Court.

 

Prof. Fan has extensive experience in serving on statutory bodies and government committees. Currently, he is a council member of the Hong Kong Arts Development Council (HKADC), serving as Chairman of the Review Committee and Vice-Chairman of the Music Group under the Council. In addition, Prof. Fan has been appointed as a member of the Youth Development Commission, the Travel Industry Authority, the Social Workers Registration Board, the Task Force on Coordination and Generation under the Steering Committee on Rule of Law Education of the Department of Justice, the Long-term Prison Sentences Review Board, the Appeal Board Panel (Education), the Subsidized Housing Committee of the Hong Kong Housing Authority, and Vice-Chairman of the Tai Po District Fight Crime Committee.

 

Prof. Fan possesses extensive governance experience in educational institutions, social welfare organizations, and cultural and arts groups. He currently serves as honorary legal adviser to various arts organizations, including the Hong Kong Arts Administrators Association, the Hong Kong Dance Alliance, the Hong Kong Dance Federation, The Theatre Alley, and Unlock Dancing Plaza. Prof. Fan is also a founding council member of the American Guild of Organists – Hong Kong Chapter, and a member of the executive committee of the Hong Kong Festival of the Arts. An avid musician, Prof. Fan holds a Master of Arts in Music from the Chinese University of Hong Kong, and has obtained the Licentiate in Piano Performance and Organ Performance from the Associated Board of the Royal Schools of Music (ABRSM), as well as a Diploma in Music Theory from Trinity College London.
